Washington Department of Fish and Wildlife Police Mark First Year of Live Operation with Integrated Public Safety Software System from CODY Systems

Successful project with one of the nation’s largest fish and wildlife agencies allows officers state-wide the ability to work more effectively and remotely in the field from all corners of the state

CODY Systems, an industry leader in integrated software solutions for real-time collection, analysis and sharing of critical data for public safety, law enforcement, regulatory enforcement and intelligence agencies, reported that as of Oct. 15, 2010, the Washington Department of Fish and Wildlife Police (WDFW) has marked its first year of live operation with a full implementation of CODY’s integrated software suite, including Desktop Records Management and Mobile Records Management and Field Reporting modules.

Phase One of the project began with a limited go-live for the agency’s power users on Oct. 15, 2009, and despite the large multifaceted state-wide nature of the project, CODY and the WDFW stuck to an aggressive phased-in go-live schedule that was completed on time during the spring of 2010, culminating with statewide training sessions and a go-live during the month of May. The system now allows a state-wide sworn officer force to manage records and search information remotely, as well as better protect themselves and the citizens, and perform their important mission from all corners of the state.

The first phase of a two-phase project included implementation of CODY Records™ and CODY Mobile Office™ along with other software enhancements, with CODY Mobile Office™ being web-deployed to all WDFW Enforcement officers’ laptops so these officers can access the agency’s records database and complete reports throughout the state while the officer is out in the field, even in areas where there is intermittent or non-existent wireless network coverage. Access to the core database is through a state-provided Wide Area Network (WAN). In addition, CODY delivered an integrated WACIC (Washington Crime Information Center)/NCIC interface, data conversion and migration, custom interfaces and output reports, training and related services.

To build on the success of Phase One, the WDFW now plans to also implement CODY Dispatch™ and CODY Investigations™ statewide during Phase Two of the project. CODY Dispatch will support statewide Computer Aided Dispatch (CAD) operations in conjunction with the dispatch center located in the department’s headquarters in Olympia. CODY Investigations will support the agency’s investigators with comprehensive case management and advanced “connect the dots” visual analysis tools. Best of all, every CODY module, across both phases, is seamlessly integrated with all others, using the same user interface and one central core database. As an example of this integration, the same CODY Mobile Office application that officers now use as their field-based RMS and field-reporting client will also serve as officers’ mobile CAD-link, with full statewide instant messaging and silent dispatch capabilities.

The agency’s goal was to pare down many of its previous systems then integrate those remaining systems with CODY’s technology. To accomplish this CODY and the WDFW needed to complete a significant amount of custom configuration work including data synchronization interfaces and conversions to existing state databases of interest. WDFW selected a group of “power users” to participate in a pilot project that began in October of 2009. From there the remainder of the department was brought online, the final group going live at the end of May.

“We’re excited to have the Washington Department of Fish and Wildlife as a CODY customer. But more importantly we’re thrilled to have them using this technology sooner than we both expected,” said Fran Heffner, CEO of CODY Systems. “Because of our ability to work in cooperation with one another and openly communicate throughout the implementation process, we were able to identify what was and wasn’t working, with the end result being one of the nation’s most well-respected wildlife agencies using our systems to better manage their territory. The mutual respect and cooperation between the WDFW and CODY is what exemplifies a true partnership.”

CODY’s technology allows the agency’s entire force of full-time fish and wildlife officers and administrative staff to effectively and efficiently carry out duties and tasks. Washington’s fish and wildlife officers are police officers with full arrest powers, deployed to six regions of the state and one Marine division. These officers’ duties include search and rescue missions, policing the state’s forests, rivers, lakes, Pacific Ocean and coastline to protect the state’s natural resources and public.

“This agency is tasked with a number of responsibilities and unlike many police departments where officers return to a set station at the end of each shift, our officers are in remote locations and aren’t working set shifts,” stated Bruce Bjork, Chief of the Enforcement Program for the WDFW. “CODY’s technology allows officers to better manage their records from the field, administrative staff access to those records for inquiries, workload indicators, and crime analysis. It also provides the department with a more effective means of communicating, which subsequently allows for a smoother run department and a safer and more enjoyable experience for the officer, outdoor enthusiasts, residents and visitors of Washington.”
