Solacom Selected for Hawaii Statewide Next Generation 9-1-1 Network

Solacom Technologies announced they have commenced deploying their emergency services platform in a multi-site IP-based next generation 9-1-1 network that will serve all Islands and public safety answering points (PSAPs) in the state of Hawaii.

Beginning with 2 PSAPs in Hilo, on the big Island of Hawaii, the new next generation 9-1-1 system will provide Guardian Intelligent Workstations to the desktops of emergency telecommunicators at public safety answering points throughout the islands. The workstations help speed response with automatic call distribution, quick transfer, and touch screen capabilities.

In addition, the new hosted Guardian ESRP/Controllers convert all inbound traffic to Internet Protocol for increased flexibility and to migrate the statewide system to NENA i3 as standards evolve. The Guardian platform provides the Selective routing function which is coming to be known as an ESRP (emergency services routing proxy) in the i3 environment. The ESRP ensures accurate and rapid routing of requests for help regardless of whether calls are received over legacy phone lines, a mobile network or an IP network.

The redundant platform will host the 9-1-1 controller functionality for the PSAPs out of a hardened data center in the state. It can be easily expanded and customized to provide backup and call overflow for a variety of scenarios that better meet the needs of the agencies served.

The Solacom system has an IP-based architecture and is designed to evolve well into the future in order to meet i3 standards developed by the National Emergency Number Association. The next generation network will set the stage for new ways of communicating with 9-1-1 centers by such means as texting, sending videos or photos, or even automatically generated messages from medical devices.

The new system will provide an unprecedented level of redundancy at multiple levels including a dual path IP network all the way to each individual 9-1-1 operator position. “Hawaii is located 2500 miles from the mainland so survivability and ease of maintenance are vital traits of the Solacom solution” said Tony Parrott, Solacom vice president of sales.

The new public safety network is expected to be completed later this year once the remaining public safety answering points have transitioned over to the new system.
