I Survived the 2015 California MCC Rally

A report from a participant in the 7th Annual CA MCC Rally in Sacramento, April 9th, 2015.

LDV unit for Sutter County Sheriff, SVI unit for Salinas/Monterey County. At right, Rally Command Post. (Don Irving)

This was the best MCC Rally we have attended so far.  It was a beautiful venue along the courtyard next to the Sacramento Convention Center, plus they ordered us great weather. It was a complicated rally for the MCC team because of the busy downtown venue and the narrow access along the street.  If agencies had arrived and set up ad-hoc it would have been a hopeless grid-lock of jumbo vehicles unable to get around each other.   So the rally team had us stage at a remote location and line up in the order of our assigned locations at the event.  Then the whole procession convoyed into downtown to the rally, and the agencies pulled in already in the correct order.  It was well executed, and the convoy of 20+ command center vehicles was fun besides.

In addition to the large mobile command units, smaller units as well as SUV-based vendor "booths" displayed the latest communications, satellite, and antenna technology, such as this from HF Radio supplier NVIS (Don Irving)

You, the MCC team, created a top-notch Incident Acton Plan for this event, and you pulled it off impeccably from our perspective. Your Staging/Convoy Plan was clearly thought out and well documented. Your Communications plan was well defined, and I especially like your forethought to link the VHF, UHF, and 800 MHz standard interop channels so everyone would be able to communicate.  Your safety plan identified a number of items that we had not thought of to bring, and several setup measures that helped us ensure safety of participants and public. Your diagrams and maps were great.  I'm a "docs" guy, so I was impressed to see this comprehensive documentation. And we especially appreciated your support in providing a projector for us on short notice.

Since the annual APCO Convention was in Sacramento this year, I think it was an obvious decision for this year’s MCC to share venue with them.  It brought people together who may have otherwise attended only one of the events. Of course, with so many things for people to do, it also made for smaller attendance at the Rally classes.  But I think that this was to be expected, and I do not think that it would have been enough reason not to share venue this year.

Great event, MCC Team, and we look forward to next year!  I have posted many of my photos, and I hope that many others will post also.
