This recruitment is for two positions; however, you only need to send in one application.  Applicants will be considered for either position, and will be placed accordingly.


The Administrative Support Manager and the Operations Manager work in a multi-discipline, multi-agency public safety communications center dispatching for Fire, EMS, and Private Patrol.  These positions assist the JPA Administrator in overseeing the day to day operations and support services of the JPA. These management positions are responsible in coordinating and supervising the work of three shift supervisors, one administrative shift supervisor, twenty-two dispatchers, and three support staff for the JPA. This includes scheduling, managing training programs, evaluating employee performance, administering discipline, and coaching/mentoring employees.


Management personnel assist with the development and implementation of the Communication Center policies and regulations; advises and assists the JPA Administrator in the analysis, planning, development, and implementation of emergency procedures and processes, budget management, and project oversight.



Five years of increasingly responsible experience working in a public safety communications environment which included at least two years of supervisory experience.




  • Valid California Class C Driver’s License
  • Valid EMD Certificate




The ideal candidate possesses excellent leadership skills and has experience supervising and/or managing Dispatch personnel in a Public Safety Answering Point (PSAP) providing dispatch services to Fire and Emergency Medical Services (EMS) and/or law enforcement. 


The ideal candidate needs to be an effective communicator, possessing strong interpersonal skills and have the ability to follow through on projects and tasks independently and as a team member.


Knowledge of modern principles of management organization, administration, and personnel management: operations of computerized public safety dispatch and information systems, radio equipment, radio systems alarm systems, and any other communications equipment utilized in the emergency communications center.


Ability to plan organize, direct and evaluate the activities of the emergency communications center; delegate authority and responsibility and schedule ; communicate clearly and concisely, both orally and in writing: address and mediate workplace conflict; establish and maintain effective working relationships with those contacted in the course of work; identify, coordinate and resolve a wide variety of issues related to emergency dispatch operations; exercise good judgment; react quickly, calmly and effectively in emergency or stressful situation

Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in business administration, public administration, communications or closely related field is highly desirable.
