9-1-1 Reliability Plan Proposal Submitted to FCC

Public safety and industry groups have submitted to the FCC a proposed plan that they said would ensure that 9-1-1 networks remain reliable and resilient during the transition to next-generation 9-1-1 (NG-9-1-1) systems by focusing on best practices instead of regulation. The plan was hammered out over several months in response to a 9-1-1 governance notice of proposed rulemaking adopted by the Commission in 2014 that proposed to require 9-1-1 service providers to provide public notice of major service changes and require potential new providers of those services to certify their technical and operational qualifications.

The consensus plan was signed by the National Emergency Number Association, the Texas Commission on State Emergency Communications, the Texas 9-1-1 Alliance, the National Association of State 9-1-1 Administrators, the Industry Council for Emergency Response Technologies, and the U.S. Telecom Association.

It was filed with the FCC Jan. 29 in PS dockets 14-193 and 13-75 but it was not posted online by the FCC until Feb 3rd. The proposal is the latest consensus plan between industry and public safety on 9-1-1 issues; earlier agreements focused on text-to-9-1-1 and 9-1-1 location accuracy.

“NENA believes that the consensus plan developed over the last year provides a clear path forward for improving 9-1-1 governance and reliability – a path that is consistent with the FCC’s vision for improved governance and reliability expressed in the NPRM,” the group said in a Feb 3rd statement. “Because of the collaborative nature of its recommendations, this approach provides both concrete recommendations for improvements in 9-1-1 service delivery and a flexible framework for future improvements as 9-1-1 systems, networks, and service processes quickly evolve.”

The proposal makes recommendations concerning (1) NG-9-1-1 terms and concepts; (2) changing roles and responsibilities of entities in the 9-1-1 ecosystem; (3) best practices to improve performance, including the resolution of 9-1-1 outages and service impairments; (4) standards improvements; and (5) future work to improve 9-1-1 and NG-9-1-1. It proposes a target timeframe for the implementation of each recommendation.

Regarding the changing roles of entities in the 9-1-1 ecosystem, the proposal said that the Commission should hold a workshop on the topic in the second quarter of this year.

As for future work, the plan proposes tasks in the areas of data collection on NG-9-1-1 deployment, business continuity plans, cybersecurity, credentialing, and data analytics.
