Golden Guardian 2013: Calif. Officials Create Action Plan for State's Largest Exercise

Last week, Cal EMA and FEMA Region IX hosted the Golden Guardian 2013 Joint Action Planning Training Workshop at Cal EMA Headquarters in Sacramento. This workshop provided lead state agencies in the areas of fire, public health & medical, hazardous materials, law enforcement, mass care and transportation the opportunity to collaborate with Cal EMA and FEMA on how to best manage and deploy resources to support San Francisco, San Mateo and Alameda Counties response to and recovery from a catastrophic earthquake in the Bay Area. The action plan resulting from last week's collaboration will be used for the Golden Guardian 2013 Functional Exercise being held May 15, 2013.
“Today’s meeting is just one of a series of planning sessions that have been held leading up to this year’s Golden Guardian Exercise,” said Jim Brown, Cal EMA Inland Regional Administrator and State Coordinating Officer of today’s workshop. “Ultimately, these planning sessions help state and federal emergency response agencies get help to those in need, by understanding the resources available and determining the best way to quickly establish things such as mass sheltering and medical assistance”.
The workshop opened with an overview of cataclysmic earthquake scenario, involving a devastating 7.7 magnitude earthquake in the San Francisco Bay area. Attendees quickly assessed the impacts, and began to discuss the need for mass care and sheltering, transport of medical supplies, and search and rescue teams. As the event progressed, attendees worked through objectives for response, identified support requirements and clarified state and federal processes required to deploy and track resources.
“This type of workshop is critical, not only to prepare for the statewide exercise, but also for the continued enhancement of the catastrophic plans developed by Cal EMA and FEMA and to ensure that local jurisdictions will receive assistance as quickly as possible in their time of need” said Mike Karl, FEMA Federal Coordinating Officer. “We will all leave here today better prepared to respond in the event of a catastrophic emergency.”
