National 9-1-1 Program and NENA Join Forces for More Comprehensive 9-1-1 Data

At the national level, many fundamental questions about 9-1-1 remain unanswered.  A new report from the National 911 Program and NENA: The 9-1-1 Association now provides the most comprehensive picture of the status of 9-1-1 services nationwide.

While the use of data and evidence-based decision-making continues to permeate the public safety and first responder communities, 911 data collection and distribution lags behind. No one source can provide simple answers to questions such as:

  • How many public safety answering points (PSAPs) exist in the U.S.
  • How many Americans are employed in our nation’s 911 centers as telecommunicators, supervisors, or managers?
  • How many 9-1-1 calls are placed every year? Month? Day?
  • How are communications trends and new technologies changing how citizens contact 9-1-1?

Without fact-based answers to these and many other questions regarding 9-1-1, state and local leaders find it difficult to manage 9-1-1 resources, allocate proper funding to 9-1-1 agencies, or develop appropriate governance models and oversight policies.

Recently, the National 911 Program and NENA merged data sets to create a new document titled “Review of Nationwide 911 Data Collection.” 

 

What’s In the Report?

While the data sets do not include information from all 56 states and territories, the combined data – from the majority of states - creates a more complete picture of 9-1-1 systems nationwide.  Key findings included in the report provide insight as to how states operate and manage 9-1-1 systems, including funding surcharges and costs-versus-revenue ratios, as well as call volume by type and NG911 deployment at the state and sub-state levels.

About the Data

Beginning in 2011, the National 911 Program’s National 911 Resource Center, in cooperation with the National Association of State 911 Administrators (NASNA), developed the National 911 Profile Database, a uniform set of data elements and definitions collected from states and aggregated at the national level focusing on 9-1-1 demographics and NG911 planning and transition.  The National 911 Profile Database also includes information to measure and report on 9-1-1 authorities’ progress toward implementing NG911 technology and operations. 

NENA collects state data on 9-1-1 deployment and readiness across the nation to monitor and advance the deployment of wireless E9-1-1 technologies.  In addition, NENA tracks the status of NG9-1-1 activity to identify states conducting or planning NG9-1-1 related trials or component implementation.

Individually, each of these data sets provides valuable information.  However, when combined, these two organizations have gathered the most complete set of data available about 9-1-1, and this report provides pertinent information to help the 9-1-1 community, emergency management agencies, and other local, state and federal agencies effectively benchmark progress and develop data-driven improvement strategies.
